Proceedings of the Twentieth Executive Committee Meeting
The 20th Executive Committee Meeting was conducted by skype on November 22, 2017. The meeting was participated in by the EAS Partnership Council Chair, Dr. Antonio La Viña; Technical Session Chair, Mr. Makoto Harunari; Intergovernmental Session CoChair, Dr. Vu Thanh Ca; and Technical Session Co-Chair, Dr. Jae Ryoung Oh. Dr. Zhang Haiwen, Intergovernmental Session Chair and Mr. Arief Yuwono, Intergovernmental Session Co-Chair encountered internet connection difficulties and were unable to participate in the discussion. Mr. Liang Fengkui, State Oceanic Administration, China served as observer.

Proceedings of the Ninth East Asian Seas Partnership Council Meeting
The Ninth East Asian Seas (EAS) Partnership Council Meeting was held at the Makati Diamond Residences, Makati City, Philippines from 24 to 26 July 2017. The Department of Environment and Natural Resources (DENR) of the Philippines co-hosted the Meeting. The Meeting was attended by representatives from ten PEMSEA Partner Countries, namely: Cambodia, China, Indonesia, Japan, Lao PDR, Philippines, RO Korea, Singapore, Timor-Leste and Vietnam. A representative from Thailand participated as an observer. Nine representatives from Non-Country Partners were in attendance, namely: ASEAN Centre for Biodiversity (ACB); Conservation International (CI) Philippines; IPIECA The Global Oil and Gas Industry Association for Environmental and Social Issues; International Union for Conservation of Nature (IUCN); Korea Marine Environment Management Corporation (KOEM); Ocean Policy Research Institute Sasakawa Peace Foundation (OPRI-SPF); Oil Spill Response Limited (OSRL); Plymouth Marine Laboratory (PML); and UNDP/GEF Yellow Sea Project. Representatives from the Marine Biodiversity Institute of Korea (MABIK) were present as a new Non Country Partner. Representatives from the United Nations Development Programme (UNDP) participated as observers.
The Partnership Council focused on the following key issues:(a) Review of the Draft SDS-SEA Implementation Plan 2017-2022; (b) Preparation for the East Asian Seas (EAS) Congress 2018; (c) Development of the Regional and National State of the Oceans and Coasts reports; (d) Approval of PEMSEA ICM Professional Certification; (e) Responses to PEMSEA’s Third Party Assessment; (f) Sustainable Financing Mechanism for SDS-SEA Implementation; (g) Status of recruitment of new PEMSEA Executive Director; (h) Review of PEMSEA Secretariat Work Plan and Budget 2017-2018; and (i) Collaborative Planning, among others.

Proceedings of the Ocean Leadership Roundtable
The Ocean Leadership Roundtable was organized as a special event at the 9th EAS Partnership Council Meeting on 26 July 2017 at the Makati Diamond Residences, Makati City, Philippines. The Roundtable was convened by PEMSEA and co-hosted by the Department of Environment and Natural Resources (DENR) Philippines.
The Roundtable was chaired by Dr. Antonio La Viña, Chair of the EAS Partnership Council. The 9th EAS Partnership Council Meeting delegates from eleven countries (Cambodia, China, Indonesia, Japan, Lao PDR, Philippines, RO Korea, Singapore, Thailand, Timor Leste and Vietnam) and from eleven organizations (ACB, CI Phils, IPIECA, IUCN-MFF, KOEM, MABIK, OPRI-SPF, OSRL, PML, YSLME and UNDP) were in attendance, together with the members of the PEMSEA Executive Committee. The PEMSEA Resource Facility served as Secretariat to the Roundtable.
The resource persons for the Roundtable were: Dr. Stephen Crooks, Principal, Silvestrum Climate Associates; Ms. Justine Leigh-Bell, Director Market Development, Climate Bonds Initiative; Dr. Veerle Vandeweerd, Entrepreneur, Former Director, UNEP and Former Director, Environment and Energy, UNDP; and Dr. Ger Bergkamp, President & CEO, ARCOWA.

Proceedings of the Project Steering Committee Meeting of the GEF/UNDP/PEMSEA Project on Scaling Up Implementation of the SDS-SEA (July 2017)
The Project Steering Committee Meeting of the GEF/UNDP/PEMSEA Project on Scaling up Implementation of the SDS-SEA was held at Makati Diamond Residences Hotel, Makati City, Philippines on July 24, 2017. The Department of Environment and Natural Resources (DENR) of the Philippines co-hosted the Meeting. The Meeting was attended by representatives from eight project participating countries, namely: Cambodia, China, Indonesia, Lao PDR, Philippines, Thailand, Timor-Leste and Vietnam. Representatives from Japan and RO Korea were also present as observers and co-financing countries to PEMSEA. Representatives from the United Nations Development Programme (UNDP) Philippines and the UNDP Regional Hub Bangkok were present on behalf of the Global Environment Facility and UNDP. The PEMSEA Resources Facility (PRF) served as the Secretariat for the Meeting.
The PSC Meeting focused on the status of the project implementation, challenges, opportunities, the regional and national work plans and budget for 2017-2018, and actions to be taken to address gaps.

The meeting was attended by the EAS Partnership Council Chair, Dr. Antonio La Viña; Technical Session Chair, Mr. Makoto Harunari; Council Co-Chair, Mr. Arief Yuwono; Intergovernmental Session Co-Chair, Mr. Vu Thanh Ca; and Technical Session Co-Chair, Dr. Jae Ryoung Oh.
Representatives from Cambodia, PR China, Indonesia, Japan, Lao PDR, the Philippines, RO Korea, Singapore, Timor Leste and Vietnam participated as observers. PRF served as Secretariat for the meeting.

Proceedings of the Eighteenth Executive Committee Meeting
The 18th Executive Committee Meeting was held at the Intercontinental Hotel, Qingdao, PR China, on 7 to 8 December 2016. The meeting was hosted by the State Oceanic Administration of China. The meeting was attended by the EAS Partnership Council Chair, Dr. Antonio La Viña; Intergovernmental Session Chair, Dr. Zhang Haiwen; Technical Session Chair, Mr. Makoto Harunari; and Technical Session Co-Chair, Dr. Vu Thanh Ca.
Representatives from PR China, Japan, Philippines and RO Korea participated as observers. The PEMSEA Resource Facility (PRF) served as Secretariat for the meeting, with assistance from the China-PEMSEA Center.
