Consultancy Services for the Development of Framework and Templates for IRBM Pilot Project Implementation in the ASEAN Region
The GEF/UNDP/ASEAN Project on Reducing Pollution and Preserving Environmental Flows in the East Asian Seas through the Implementation of Integrated River Basin Management (IRBM) in the ASEAN Countries is a 5-year project (2023-2027) with the goal of establishing functional IRBM mechanisms in priority river basins/sub-basins in the six ASEAN Member States (AMS), i.e., Cambodia, Indonesia, Lao PDR, Malaysia, Philippines and Viet Nam, to reduce pollution, sustain freshwater environmental flows and adapt to climate change vulnerabilities.
The Project needs requires Consultants/Consultancy Company or consortia with expertise and background on the application of integrated approaches in managing river basins for the implementation of pilot projects under Component 2, particularly focusing on:
- Developing a framework and generic solution templates for planning, development, implementation and monitoring of IRBM pilot projects in seven priority river basins/sub-basins/watersheds.
- Guiding and facilitating the application of the generic solution templates in the IRBM pilot project locations in the seven river basins/sub-basins/watershed.

SCOPE OF WORK, DUTIES AND RESPONSIBILITIES AND DELIVERABLES
In coordination with ASEAN ENMAPS Regional Project Team, technical support with Training and Capacity Development Manager and guidance from the PRF Executive Director, the Consultants/Consulting Firms will be responsible for the following tasks:
Development of a Baseline Assessment Tool
Create a comprehensive baseline assessment tool for the sites that will help inform the following:
enhancement of management plans and program implementation of marine
protected areas and networks (MPA/MPAN);
validation and identification of training needs of the sites to support the enhancement and program implementation in the sites.
Conduct Initial Baseline Assessments
- Perform a desktop review of existing literature and available reference materials to gather information on:
Current management mechanisms of the MPA/MPANs
Existing management plans
Key stakeholders and relevant organizations/institutions
Ongoing programs and initiatives, including training and capacity development plans and programs
Gender equality and social inclusion plans and programs, if there are any
Issues and concerns affecting the sites
Training needs assessment (including on governance, management of MPAS/MPANs and financing and investment strategies)
Enterprise/livelihood opportunities
Investments and financing sustainability plans and measures
Existing MPA performance evaluation and/or assessment of pertinent MPA/MPANs
Gather relevant Training Materials
Compile and review existing training materials on ICM, EAFM, MSP and other relevant area-based management tools. This will serve as a foundation for the development of skills training and capacity-building programs for the sites.
Expected Outputs and Deliverables
A baseline assessment tool for evaluating MPA/MPAN management and training needs
Initial baseline assessment reports of three (3) sites in each of the participating countries of Indonesia, Philippines and Thailand based on desktop review, detailing the current state of management, stakeholders, programs, identified issues and training needs to enhance management of sites
Initial Training Outline for an ICM/MSP/EAFM Training course developed from desktop review of available training materials on ICM, MSP, EAFM from partners
