Waterproofing of covered parking and Roof Repair at the Archive Room

Terms of Reference (TOR) 1   
Waterproofing of Covered Parking

1. Background   
The covered parking area has experienced significant water leaks during the rainy season due to inadequate waterproofing and wear over time. These issues pose risks to parked vehicles and structural integrity. To address this, the organization seeks a qualified contractor to undertake waterproofing works.

2. Objectives

  • To ensure effective waterproofing of the covered parking area to prevent leaks and structural damage.

  • To improve the overall durability and longevity of the covered parking structure.

3. Scope of Work   
The contractor shall undertake the following tasks:

  • Assessment and Inspection: Conduct a detailed site assessment to determine the extent of water infiltration and necessary repair measures.

  • Waterproofing Works: Apply appropriate waterproofing solutions to the covered parking roof, ensuring complete protection against water leaks.

  • Drainage Improvement: Inspect and, if needed, modify drainage systems to facilitate proper water runoff and prevent water pooling.

  • Quality Assurance: Conduct post-repair testing, including a water leak test, to ensure the effectiveness of waterproofing.

  • Site Cleanup and Disposal: Proper disposal of debris and cleanup of the work area upon completion.

4. Deliverables

  • Site inspection report with findings and recommendations.

  • Detailed work plan and timeline.

  • Completion report, including photographic documentation of before and after conditions.

  • Warranty for waterproofing works (minimum 1 year).

5. Qualifications of Contractor

  • Must be a licensed contractor with expertise in waterproofing works.

  • Must have at least three (3) years of experience in similar projects.

6. Timeline

  • Project commencement: April 1, 2025

  • Expected completion: 3 weeks

7. Budget and Payment Terms

  • The contractor shall submit a detailed cost estimate for materials, labor, and other necessary expenses.

  • Payment terms will be determined based on contract negotiations and project milestones.

8. Submission of Proposals   
Interested contractors must submit the following documents:

  • Company profile and relevant experience.

  • Proposed work plan and methodology.

  • Cost estimate and payment terms.

  • Warranty terms and conditions.

Roof Repair at the Archive Room

The roof of the Archive Room has deteriorated over time, leading to significant leaks during the rainy season. These leaks pose risks to stored documents and the structural integrity of the facility. To address this, the organization seeks a qualified contractor to undertake necessary roof repairs.

2. Objectives

  • To repair and reinforce the roof of the Archive Room to prevent water infiltration and further deterioration.

  • To improve the overall durability and longevity of the structure.

3. Scope of Work   
The contractor shall undertake the following tasks:

  • Assessment and Inspection: Conduct a detailed site assessment to determine the extent of damage and necessary repair measures.

  • Roof Repair: Replace damaged roofing materials, reinforce structural supports if necessary, and seal joints and seams to prevent future leaks.

  • Drainage Improvement: Inspect and, if needed, modify drainage systems to ensure proper water runoff and prevent pooling.

  • Quality Assurance: Conduct post-repair testing, including a water leak test, to ensure the effectiveness of repairs.

  • Site Cleanup and Disposal: Proper disposal of debris and cleanup of the work area upon completion.

Proposal Submission:

Interested contractors are requested to submit their proposals no later than March 18,2025 to procurement@pemsea.org.

Selection Process:

The final selection will be based on the contractor's overall suitability for the project. The type of contract to be signed is the Purchase Order detailing the terms, conditions, and deliverables of the project.
