What We do
PEMSEA commits to assisting its partners achieve the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) goals. As the pioneer of integrated coastal management (ICM) in East Asia, PEMSEA provides integrated solutions for the following:
Coastal and Ocean Governance
The Sustainable Development Strategy for Seas of East Asia (SDS-SEA) was adopted by 12 governments in December 2003.
Many coastal management issues cut across sectors — e.g., the aquaculture sector, if not properly zoned, could affect ship navigation routes and tourism sites.
Integrated Programming
ASEANO
East Asia is a hotspot for the leakage of plastic waste to the oceans. Most of the world's largest-contributing countries lie within the region.
ATSEA-2
The Arafura and Timor seas, which are shared by Australia, Indonesia, Papua New Guinea, and Timor-Leste, border the southern edge of the Coral Triangle, and lie at the intersection of the Indian and Pacific Oceans.
GloFouling Partnerships Project
Biofouling, the attachment of living organisms to artificial surfaces, is a seemingly innocuous process that nonetheless threatens the health of the world’s oceans.
Integrated River Basin Management Project
The year 2023 marks the beginning of a breakthrough collaboration among six ASEAN member states (AMS) and development partners in Southeast Asia for the protection and management of select priority river basins that drain into four large marine ecosystems in the region: the Bay of Bengal, South China Sea, Gulf of Thailand and Indonesian Sea.
Marine Plastics Project

SEA-MaP
The Southeast Asia Regional Program on Combating Marine Plastics (SEA-MaP) Regional Project is funded by the World Bank.
Knowledge Management
PEMSEA developed the State of the Coasts (SOC) reporting system to help governments and other organizations monitor and report on implementation of their Integrated Coastal Management (ICM) programs, including impacts and benefits.
The Seas of East Asia (SEA) Knowledge Bank serves as a knowledge platform for policymakers, planners, managers, investors and other stakeholders to scale up Integrated Coastal Management (ICM) and investment in sustainable development of coasts and oceans across East Asia.
