  • Proceedings of the First General Assembly of the PEMSEA Network of Learning Centers

    The 1st PNLC General Assembly was organized by Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) Resource Facility on 24 February 2022 via Zoom. It convened a total of 25 participants from 11 PNLC members from 7 countries (Cambodia, China, Indonesia, Japan, Philippines, Thailand, and Timor-Leste); observing institutions from 5 countries (China, Indonesia, Philippines, Thailand, and Viet Nam); and PEMSEA Resource Facility (PRF). The event was chaired and co-chaired by Dr. Wansuk Senanan, the PNLC President, and Dr. Qinhua Fang, the Vice President, respectively. PRF served as the Secretariat of the meeting.

     


     

  • Final PSC Meeting of the GEF/UNDP/PEMSEA Project on Scaling up Implementation of the SDS-SEA

    The Final Project Steering Committee Meeting of the GEF/UNDP/PEMSEA Project on Scaling up the Implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) was conducted virtually through a zoom video conference call on 18 December 2020. The Meeting was attended by representatives from eight project participating countries, namely: Cambodia, China, Indonesia, Lao PDR, Philippines, Thailand, Timor-Leste and Vietnam. Representatives from the United
    Nations Development Programme (UNDP) Philippines were present on behalf of the Global Environment Facility (GEF) and the United Nations Development Programme (UNDP). Representatives from the China-PEMSEA Center and PEMSEA Network of Learning Centers participated as observers. The SDS-SEA Terminal Evaluation Consultants at the international level as well as national consultants from the eight project member countries were present as key resource persons. The PEMSEA Resource Facility (PRF) served as Secretariat for the Meeting.

    Overall, the meeting focused on the key achievements or progress of the project from 2014 to 2020, the initial findings, assessment and recommendations from the ongoing project terminal review, and the work plan for the completion of the project’s operational and financial closure. The Final PSC Meeting made the following major recommendations:

    • The PRF to validate the coverage of Integrated Coastal Management (ICM) in the region and to document ICM key accomplishments to serve as basis in further scaling-up of ICM to other sites in the future.
    • The PRF and the Terminal Review to highlight the key accomplishments and contribution of the project in support of climate change adaptation and in strengthening resilience of coastal communities.
    • The Terminal Review Team to finalize the first draft of the Terminal Evaluation report for dissemination to PSC members on the week of December 21, 2020 for review.
    • PSC members to submit their comments on the draft Terminal Evaluation report by January 8, 2021.
    • The adoption of the proposed work plan and timeline to complete the operational and financial closure of the project.

  • Proceedings of the Twelfth Programme Steering Committee Meeting

    This publication summarizes the results of the Twelfth Programme Steering Committee (PSC) Meeting of the GEF/UNDP/IMO Regional Programme on Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), held at the Waterfront Insular Hotel, Davao City, Philippines, from 1 to 4 August 2006. The Department of Environment and Natural Resources of the Philippines (DENR) hosted the Meeting. The 12th PSC Meeting marked the completion of an important milestone of the Regional Programme, presenting four major achievements over the past 12 years which include: a) The enhancement of coastal and ocean governance in the region; b) The development and adoption of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) as the region’s common framework for coastal and ocean management; c) The forging of a partnership arrangement between and among various stakeholders in the region; and d) The strengthening of efforts in on-the-ground implementation of activities related to environmental management and integrated coastal management (ICM). These successes provided impetus for the development of regional mechanisms for the implementation of the SDS-SEA and for the transformation of PEMSEA into the PEMSEA Resource Facility (PRF). The Meeting was attended by delegates from PEMSEA participating countries namely: Cambodia, Democratic People’s Republic of Korea, Indonesia, Japan, Malaysia, People’s Republic of China, Philippines, Republic of Korea, Singapore, Thailand and Vietnam. A country representative from Lao PDR also participated in the Meeting.

     


     

  • Proceedings of the Tenth Programme Steering Committee Meeting

    This publication summarizes the results of the Tenth Programme Steering Committee (PSC) Meeting of the GEF/UNDP/IMO Regional Programme on Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), held at the Best Western Xiamen Central Hotel, Xiamen, PR China, from 25-29 October 2004. The State Oceanic Administration of PR China (SOA) and the Municipal Government of Xiamen hosted the Meeting. The 10th PSC Meeting highlighted the 10-year history of the Regional Programme, provided a comprehensive review of its progress, as well as outlined major achievements, financial delivery, and constraints with regard to the implementation of the Regional Programme. The Meeting was attended by delegates from participating countries namely, Cambodia, People’s Republic of China, Democratic People’s Republic of Korea, Indonesia, Japan, Malaysia, Philippines, Republic of Korea, Singapore, Thailand and Vietnam. Observers represented at the Meeting were the Lao PDR, Myanmar, Timor Leste, United Nations Environment Programme (UNEP), World Wide Fund for Nature (WWF), East Asian Response PTE LTD (EARL), Global Ballast Water Management Programme, Victorian Coastal Council, and the GEF/UNDP Yellow Sea LME Project. A resource person also participated in the Meeting.

     


     

  • Proceedings of the Ninth Programme Steering Committee Meeting

    This publication summarizes the results of the Ninth Programme Steering Committee (PSC) Meeting of the GEF/UNDP/IMO Regional Programme on Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), held at the Dusit Resort, Pattaya, Thailand, from 6 to 8 August 2003. The Government of Thailand hosted the Meeting. The Meeting was attended by delegates from twelve participating countries -- namely, Brunei Darussalam, Cambodia, Democratic People’s Republic of Korea, Indonesia, Japan, Malaysia, People's Republic of China, Philippines, Republic of Korea, Singapore, Thailand and Vietnam. Observers represented at the Meeting were the Association of Southeast Asian Nations (ASEAN) Secretariat, East Asia Response Pte. Ltd (EARL), International Ocean Institute (IOI), International Association of Independent Tanker Owners (INTERTANKO) and the United Nations Environment Programme - Coordinating Body on the Seas of East Asia (UNEP-COBSEA). The 9th PSC Meeting considered and reinforced the recommendations of the Senior Government Official Meeting (SGOM) with respect to the endorsement of the SDSSEA, the Declaration and the Programme for the Ministerial Forum on December 2003. The PSC also considered the recommendations of the Mid-Term Evaluation for PEMSEA.

     


     

  • Proceedings of the Seventh Programme Steering Committee Meeting

    This publication summarizes the results of the Seventh Programme Steering Committee (PSC) Meeting of the GEF/UNDP/IMO Regional Programme, held in Dalian, People's Republic of China, from 26 to 29 July 2000. The Meeting was hosted by the Government of the People's Republic of China. The Meeting was attended by delegates from all eleven participating countries, namely: Brunei Darussalam, Cambodia, Democratic People’s Republic of Korea, Indonesia, Malaysia, People’s Republic of China, Philippines, Republic of Korea, Singapore, Thailand and Vietnam. Observers represented at the Meeting were the Food and Agriculture Organization of the United Nations (FAO), United Nations Environment Programme (UNEP)/Regional Coordinating Unit (RCU), the Intergovernmental Oceanographic Commission/Subcommission for the Western Pacific (IOC/WESTPAC), Southeast Asian Fisheries Development Center (SEAFDEC), Stockholm University, World Resources Institute (WRI) and World Wildlife Fund (WWF).

     


     

  • Proceedings of the Fifth Programme Steering Committee Meeting

    This publication summarizes the results of the Fifth Programme Steering Committee (PSC) Meeting of the GEF/UNDP/IMO Regional Programme for the Prevention and Management of Marine Pollution in the East Asian Seas (RAS/92/G34), held at the Putri Bali Hotel, Bali, Indonesia, from 2 to 5 December 1998. The Meeting was hosted by the Government of Indonesia. The Meeting reviewed the progress made and lessons learned over the past five years with special reference to the implementation of the 1998 work programme and the recommendations arising from the Fourth PSC Meeting. The Meeting was attended by delegates from all the eleven participating countries, namely: Brunei Darussalam, Cambodia, Democratic People’s Republic of Korea, Indonesia, Malaysia, People’s Republic of China, Philippines, Republic of Korea, Singapore, Thailand and Vietnam.

    This publication summarizes the results of the Second Programme Steering Committee (PSC) Meeting of the GEF/UNDP/IMO Regional Programme for the Prevention and Management of Marine Pollution in the East Asian Seas (RAS/92/G34), held at Club Andaman Beach Resort, Phuket, Thailand, from 11 to 13 December 1995. The Meeting was hosted by the Government of Thailand. The Meeting was attended by delegates from the eleven participating countries, namely: Brunei Darussalam, Cambodia, Democratic People’s Republic of Korea, Indonesia, Malaysia, People’s Republic of China, Philippines, Republic of Korea, Singapore, Thailand and Vietnam, as well as observers representing the Government of Japan, Malacca Strait Council, Japan Association for Preventing Marine Accidents, International Development Research Centre, Coastal Management Center, Swedish International Development Agency, ASEAN-Canada Cooperative Programme on Marine Science Phase II and the Global Ocean Observation System/Health of the Ocean.
