Call for Expression of Interest

Water Tank Service and Installation for PRF Office


1. Background

The PRF facility has been experiencing water supply issues due to the lack of a functional water pressure tank system. The existing water pump and pressure tank have been non-functional since 2012, affecting water distribution within the facility. To ensure a stable water supply, PRF seeks to procure services for the installation of a new water tank system, including the supply, installation, and necessary piping works.

2. Objective

The objective of this procurement is to engage a qualified service provider to supply and install a new water tank system to improve water distribution within PRF and ensure uninterrupted water supply.

3. Scope of Work

The selected contractor shall be responsible for the following tasks:

  • Supply and Delivery of a high-quality, durable water tank (minimum 2,000 liters capacity) with all necessary components.

  • Dismantling and Removal of the old, non-functional water pressure tank system.

  • Installation of the new water tank, including:

    • Water pump and motor setup

    • Pressure tank installation

    • Electrical wiring and control system connection

    • Piping and fittings for proper water distribution

  • Testing and Commissioning of the installed system to ensure full functionality.

  • Training & Handover to PRF personnel for basic operation and maintenance.

  • Warranty and After-Sales Support for a minimum of one (1) year.

4. Deliverables

The service provider shall submit the following:

  1. Project Work Plan detailing the timeline, resources, and implementation schedule.

  2. List of Equipment and Materials to be used for installation.

  3. Final Installed System in full working condition.

  4. Completion Report with testing results and operational guidelines.

5. Qualification Requirements

Interested service providers must meet the following criteria:

  • Legally registered company with relevant experience in water tank installation and maintenance.

  • Proven track record in handling similar projects within the last three (3) years.

  • Ability to provide warranty and after-sales support.

  • Certified technicians and engineers for installation and testing.

6. Timeline

The entire project, from procurement to full installation and testing, must be completed within four (4) weeks from the issuance of the Notice to Proceed.

7. Budget and Payment Terms

  • The contractor shall submit a detailed financial proposal covering all costs, including labor, materials, and installation.

  • Payment will be made in tranches, subject to the completion of specific milestones:

    • 30% upon delivery of materials and initial setup

    • 40% upon installation and testing

    • 30% after final acceptance by PRF

8. Proposal Submission

Interested suppliers are requested to submit:

  1. A formal proposal, including company profile and experience.

  2. A detailed technical and financial proposal.

  3. A proposed timeline and work methodology.

  4. At least two (2) references from previous similar projects.

9. Evaluation Criteria

Proposals will be evaluated based on the following:

  • Technical Proposal (50%): Compliance with TOR requirements, methodology, and work plan.

  • Financial Proposal (30%): Cost-effectiveness and budget alignment.

  • Experience and Qualifications (20%): Relevant past projects and references.

 

Proposal Submission:

Interested contractors are requested to submit their proposals no later than February 12, 2025 to procurement@pemsea.org.

 

Selection Process:

The final selection will be based on the contractor's overall suitability for the project. The type of contract to be signed is the Purchase Order detailing the terms, conditions, and deliverables of the project.
