ATSEA2 Regional Steering Committee Meeting
The Regional Steering Committee Meeting of the GEF/UNDP Project on Implementation of Arafura and Timor Seas Regional and National Strategic Programs: Second Phase of the Arafura-Timor Seas Ecosystem Action Program (ATSEA 2) was held at the Swiss-Belresort Watu Jimbar, Denpasar, Bali, Indonesia on 19 November 2019.
The RSC Meeting was attended by representatives from Indonesia, Timor Leste, Papua New Guinea and Australia. Representatives from the United Nations Development Program (UNDP) Country Offices of Indonesia, Timor Leste and Papua New Guinea, and the UNDP Regional Hub Bangkok were present on behalf of the Global Environment Facility (GEF) and the UNDP. The PEMSEA Resource Facility (PRF) served as Secretariat for the Meeting, with local support from UNDP Indonesia.
The publication summarizes the proceedings of the first RSC Meeting of the ATSEA2 Project. Powerpoint presentations delivered during the meeting are herewith accessible.

Proceedings of the Twenty-third Executive Committee Meeting
The 23rd Executive Committee Meeting was held at Seda Vertis North Hotel, Quezon City, Philippines on 17-18 October 2019. The Meeting was attended by EAS Partnership Council Chair, Mr. Arief Yuwono; Intergovernmental Session Chair, Dr. Vu Thanh Ca; Technical Session Chair, Dr. Jae Ryoung Oh; Council Co-Chair, Dr. Vann Monyneath; and Technical Session Co-Chair who participated through teleconference. Representatives from the Philippines participated as observers. The PRF served as Secretariat for the meeting.

Proceedings of the Eleventh East Asian Seas Partnership Council Meeting
The 11th East Asian Seas Partnership Council Meeting was held at the JW Marriott Hotel, Surabaya, Indonesia from 24 to 26 July 2019. The Ministry of Environment and Forestry (MOEF) of Indonesia co-hosted the Meeting. The Meeting was attended by representatives from nine PEMSEA Partner Countries namely: Cambodia, Indonesia, Japan, Lao PDR, Philippines, RO Korea, Singapore, Timor-Leste and Vietnam. Five representatives from Non-Country Partners were in attendance, namely: ASEAN Centre for Biodiversity (ACB), International EMECS Center, Korea Marine Environment Management Corporation (KOEM), Ocean Policy Research Institute – The Sasakawa Peace Foundation (OPRI-SPF); Plymouth Marine Laboratory (PML) and the Intergovernmental Oceanographic Commission Sub-Commission for the Western Pacific (IOC/WESTPAC). Representatives from Thailand, the Coral Triangle Initiative Coral Reefs, Fisheries and Food Security (CTI-CFF), and the United Nations Development Programme (UNDP) Philippines participated as observers. The Partnership Council focused on the following key issues: (a) Results of the EAS Congress 2018 and Sixth Ministerial Forum; (2) Post-2020 Futures Strategy and Report; (3) Election of new Partnership Council officers; (4) PEMSEA and the Decade of Ocean Science, among others. Proceedings of the Project Steering Committee meeting of the GEF/UNDP/PEMSEA Project on scaling up the implementation of the SDS-SEA 2019
The Project Steering Committee Meeting of the GEF/UNDP/PEMSEA Project on Scaling up the Implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) was held at the Joy-Nostalg Hotel and Suites, Ortigas, Philippines on 10 – 11 April 2019. The Meeting was attended by representatives from eight project participating countries, namely: Cambodia, China, Indonesia, Lao PDR, Philippines, Thailand, Timor-Leste and Vietnam. Representatives from the United Nations Development Programme (UNDP) Philippines and the UNDP Regional Hub Bangkok were present on behalf of the Global Environment Facility (GEF) and United Nations Development Programme (UNDP). The PEMSEA Resource Facility (PRF) served as Secretariat for the Meeting.
Presentations made by country and PEMSEA Resource Facility (PRF) representatives during the meeting highlighted project achievements and progress, as well as challenges, lessons learned and remaining targets before the completion of the project.
The PSC made the following major decisions:
- Adoption of revised indicators and end of project targets and appropriate changes be incorporated as a revision to the Strategic Results Framework of the Project Document;
- Approval of Project Work Plan and Budget for January to August 2019 and the 12-month extension at no additional cost to GEF, as presented in the meeting;
- Review and evaluation of available budget which may be re-allocated to other priority activities before final budget re-allocation during the 11th Partnership Council Meeting on 24-26 July 2019; and
- Approval of conduct of the terminal evaluation at least 3 months before end of project.

Proceedings of the PNLG Forum 2018 (EASC2018)
The 2018 PEMSEA Network of Local Governments for Sustainable Coastal Development (PNLG) Forum was held at Andana Resort, Guimaras Province, Philippines on 29 November 2018. The Provincial Government of Guimaras hosted the forum.
The Forum was attended by representatives from PNLG members from Cambodia (Kampot, Kep, Koh Kong, and Preah Sihanouk); Indonesia (Bali, Bontang, Sukabumi and Tangerang); Malaysia (Northern Selangor, Port Klang, and Sepang); PR China (Fangchenggang, Jinjiang, Pingtan, Sanya and Xiamen); Philippines (Bataan, Batangas, Cavite, and Guimaras); RO Korea (Ansan, Shihwa and Changwon); Thailand (Chonburi); Timor-Leste (Dili, Liquiçá, and Manatuto); and Vietnam (Danang and Quang Nam).
Representatives from various local governments and institutions participated as observers, including Lao PDR (Champasak, Saravanne and Sekong); Philippines (Oriental Mindoro and Romblon); and Thailand (Trat, Chanthaburi and Rayong).

Training Report: Risk and Vulnerability Assessment Regional Training Workshop
PEMSEA organized and conducted a regional training workshop on risk and vulnerability assessment (VA) from March 4 to 5, 2019. The main purpose of this workshop was to introduce the Coastal VA tools that were locally developed that the participants may consider in conducting VA on target sites for each member country. A total of nineteen (19) participants consisting of representatives from ICM learning centers in Indonesia, Thailand and Timor Leste, as well as representatives from the Local Governments Units (LGUs) of Pampanga, Bataan, Cavite, Oriental Mindoro, and Guimaras attended this workshop. Three VA tools were presented by speakers from the Marine Science Institute: (a) CIVAT (Coastal Integrity Vulnerability Assessment Tool), (b) TURF (Tools for Understanding the Resilience of Fisheries), and (c) ICSEA Change (Integrated Coastal Sensitivity, Exposure and Adaptive Capacity for Climate Change). These tools have incorporated bio-physical attributes that are unique to tropical ecosystems such as the importance of coastal habitats for maintaining coastal integrity and the dependence on reef fisheries. This suite of Coastal VA tools was developed to assess the vulnerability of coastal ecosystems to climate change. Specifically, these tools aim to evaluate biodiversity, fisheries, and coastal integrity based on various factors of Sensitivity, Exposure, and Adaptive Capacity. They are semiquantitative, incorporating a degree of technicality with ease of use.

Proceedings of the 2nd Ocean Leadership Roundtable
The 2nd Ocean Leadership Roundtable with the special theme of ‘Future Outlook of the East Asian Seas’ was organized as a special event at the Partnership Council Meeting on 26 July 2018 at The Peninsula Manila, Makati City, Philippines. The Roundtable was convened by PEMSEA with support from the Department of Environment and Natural Resources (DENR) Philippines.
The Roundtable was chaired by Dr. Antonio La Viña, Chair of the EAS Partnership Council. Delegates from the 10th EAS Partnership Council Meeting comprising of eight countries (China, Japan, Lao PDR, Philippines, RO Korea, Singapore, Timor-Leste, and Viet Nam) and representatives from nine Non-Country Partners, namely ASEAN Centre for Biodiversity (ACB); Conservation International (CI) Philippines; International Union for Conservation of Nature (IUCN); Korea Marine Environment Management Corporation (KOEM); Korea Institute of Ocean Science & Technology (KIOST); Ocean Policy Research Institute Sasakawa Peace Foundation (OPRI,SPF); Oil Spill Response Limited (OSRL); Plymouth Marine Laboratory (PML); and PEMSEA Network of Local Governments (PNLG), together with the members of the PEMSEA Executive Committee participated in the roundtable. Representatives from the Philippine media were also present during the Roundtable. PEMSEA Resource Facility served as Secretariat.
The resource persons for the Roundtable were: Dr. Chua Thia-Eng, EAS Partnership Council Chair Emeritus; Dr. Laura David, Professor, UP Marine Science Institute and; Ms. Deborah Robertson, Natural Resources Specialist, Pacific Department, Asian Development Bank.
