Representatives from nine countries across the East Asian Seas region convened in Haikou, China, for the second Blue Carbon Technical Working Group Meeting, advancing regional climate goals through the protection of vital blue carbon ecosystems.
 

The two-day meeting, hosted by Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) and China's National Marine Hazard Mitigation Service, brought together more than 60 experts, policymakers, and researchers to develop frameworks for blue carbon ecosystem management.
 

Discussion with the Office of the Provincial Environment and Natural Resources Officer and DENR-Environmental Management Bureau Region IV-A on priority issues, existing management programs and financing mechanisms for environmental programs and investments in the Imus-Ylang Ylang-Rio Grande Rivers in Cavite, Philippines.

Philippine Energy Secretary Raphael P.M. Lotilla, who had served as Executive Director of  Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) Resource Facility from 2008 to 2012, is set to take over the Department of Environment and Natural Resources (DENR) after his reassignment from the Department of Energy.

 

President Ferdinand Marcos Jr. has tapped Lotilla to the post as part of a Cabinet revamp, Executive Secretary Lucas Bersamin announced in a press briefing on 23 May 2025.
