EAS Partnership Council: 2015 as a crucial year for global sustainable development commitments and targets

NOWPAP Pushes Activities With Various Partners

At the EAS Partnership Council Meeting

In order to strengthen the relationship with the Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), a representative of the NOWPAP Regional Coordinating Unit (RCU)  attended the 6th East Asian Seas (EAS) Partnership Council Meeting held on 23-24 June 2014 in Manila, Philippines. Many NOWPAP activities are contributing to the implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) adopted in 2003 by PEMSEA countries and NOWPAP has served as a Non-Country member of the EAS Partnership Council since 2007. The NOWPAP representative made a presentation at the meeting on NOWPAP activities and discussed possible joint activities between NOWPAP and PEMSEA in 2014 and 2015. As a result, PEMSEA will send an expert to participate in the NOWPAP POMRAC workshop on Ecological Quality Objectives to be held in Busan, RO Korea, in September 2014, and PEMSEA experts have also reviewed the draft ICARM Guidelines prepared by NOWPAP POMRAC. In 2015, PEMSEA and NOWPAP POMRAC are expected to organize a joint training course on ICARM.

Collaboration on Climate Change Research Between KOEM and PEMSEA to Continue in 2012

PML and KORDI Partner to Co-convene EAS Congress Workshop

Quezon City, Philippines — The information from global ocean observation platforms and ocean and ecosystem models provides the scientific basis upon which sound plans and policies can be drawn. The value of ocean platforms and ecosystem models further extends to their ability to forecast events based on the patterns of past environmental changes, thus providing information to stakeholders on the ground on what they will have to deal with and prepare for. It follows that the utilization of such readily available information from various ocean observation platforms enhances the responsiveness and preparedness of communities in dealing with environmental threats and issues. However, while the information generated from these observation platforms is available and potentially useful, the actual benefit in local planning and management has yet to be fully realized.

Sihanoukville Holds Capacity Development Training to Address Zoning Issues

Sihanoukville, Cambodia — As a tourism area, Sihanoukville is highly dependent on the fishery sector for its food supply. The Sihanoukville State of the Coasts report, however, shows a large disparity in commercial fishery production to that of the small-scale production, which highlights a growing concern regarding the intrusion of trawl fishing boats within the 20-meter depth. ACB, Japan and UMS to Boost ASEAN Countries' Taxonomic Capacities on Corals

Regional ICM Train the Trainers Course 2010 in Xiamen, China

Lao PDR Calls for Stronger Sustainable Water Resource Use, Prepares Draft National Water Policy, Strategy and Action Plan (2011-2015)

Lao PDR — With about 90 percent of the country within the Mekong River Basin, water is the main resource in Lao PDR — a major socioeconomic and cultural determinant in a country of over 6 million people. Vietnam Administration for Seas and Islands (VASI) Delegation Visits ICM Sites in the Philippines

Quezon City, Philippines — "Tired but very fulfilled", was how a member of the delegation from the Vietnam Administration for Seas and Islands (VASI) described how he felt after the study tour to integrated coastal management (ICM) sites in the Philippines last 19-24 September, 2010. With the main objective of learning about practical experiences of local coastal communities in managing the marine and coastal environment, representatives from VASI rolled up their sleeves and (almost) got their feet wet in the Bataan and Cavite ICM sites in the Philippines. Observing firsthand the practical application of ICM on the ground was useful for them as they too will soon be developing community participation programs in Vietnam.

Guimaras Conducts Consolidation and Validation Workshop for its State of the Coasts Baseline

Guimaras Province, Philippines — A three-day consolidation and validation of data and information gathered for the State of the Coasts (SOC) indicators was conducted on 18-20 January 2010 as part of the ongoing activities of the Province to develop its SOC Baseline. Mangroves for the Future at the East Asian Seas Congress, November 2009

Kampot Preah, Cambodia — Near the Kampot-Preah Sihanouk Province border in Cambodia is a quiet fishing area of Kampong Smach. ICM Scaling up in Cambodia: Old Problems, New Solutions

Phnom Penh, Cambodia — Coastal management is not a new concept in Cambodia. The level of funding committed by national agencies and international partners over the past few years attest to the serious attention being provided to pull address poverty alleviation and other aspects of sustainable development. A quick estimate made by the Ministry of Environment (MOE) and PEMSEA in 2006 indicated that investments in projects and programs within the framework of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) from 1998 were about USD 90.477 million. This was about 1.24 percent of the GDP in 2006 - that's USD 6.95 investment per capita for Cambodia's population of 13 million.

RO Korea — In accordance to the decision of the 12th Northwest Pacific Action Plan Intergovernmental Meeting (IGM), the NOWPAP Coordinator and Deputy Coordinator between Toyama and Busan RCU offices have now relocated in December 2008. Both offices are now fully operational. After the relocation, a courtesy call has been paid respectively by the Coordinator and the Deputy Coordinator to Seoul and Tokyo.

Former Philippine President to Open the East Asian Seas Congress 2009

Quezon City, Philippines — PEMSEA has announced today that former Philippine President Fidel V. Ramos will deliver the opening keynote address during East Asian Seas (EAS) Congress 2009 to be held in Manila, Philippines on 23-27 November. The former statesman was a keynote speaker and Honorary Advisor of the Congress in 2003 where he urged the participants "to work together on issues concerning natural resources, especially water, to ensure a better life for future generations."

National Agencies Sign Covenant to Save Manila Bay

Manila, Philippines — Various government agencies have signed a declaration of commitment in support of achieving a shared vision for the Manila Bay. The signing highlighted the first Manila Bay Coordinating Committee (MBCC) Meeting held on 28 January in Pasay City. The MBCC meeting was chaired by the Honorable Jose L. Manila Bay's Operational Plan Set in Action

Manila, Philippines — The Operational Plan of the Manila Bay Coastal Strategy (OPMBCS) will serve as the roadmap in the management and protection of the Manila Bay as promulgated in the Philippine Supreme Court ruling "to clean up, rehabilitate and preserve Manila Bay." The milestone decision, released in December 2008, tasked 12 government agencies and local governments of Metro Manila and the provinces of Cavite, Laguna, Rizal, Bataan, Bulacan and Pampanga with the Department of Environment and Natural Resources (DENR) as lead agency. The ruling includes a continuing mandate that requires all concerned to "submit to the Court a quarterly progressive report of the activities undertaken in accordance with this Decision."

IUCN-ARO Ready to be Endorsed as a Non-Country Partner

Conservation of the Sulu-Sulawesi Seas Featured in Tropical Coasts Issue

Quezon City, Philippines — PEMSEA announces the release of the latest issue of the Tropical Coasts which focuses on the Sulu and Sulawesi Seas, a large marine ecosystem (LME) within the Seas of East Asia. PEMSEA, HP Philippines Extend EAS Congress 2009 Regional Photo Contest

Manila, Philippines — The Government of the Philippines through the Department of Environment and Natural Resources (DENR) announced today, 5 June 2008, its hosting of the East Asian Seas (EAS) Congress 2009, to be held in Manila on 23-27 November 2009 at the Philippine International Convention Center. Through a Memorandum of Agreement (MOA) between DENR and the Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), the Philippines formalized its commitment to host the international event and provide the necessary in-country support and preparations. Climate Change Adaptation Strategies for Coasts and Oceans

Manila, Philippines — An Experts' Forum held at the Philippines' Senate brought together the academe, policymakers, government officials, nongovernmental entities and other stakeholders to examine issues, priorities and strategies relating to climate change adaptation. Presided by Senator Pia Cayetano, former Chair of the Senate Committee on Environment and Natural Resources, the forum objectives were to: (1) identify the consequences of climate change on coasts and oceans and relevant measures for adaptation; (2) facilitate the sharing of information on adaptation strategies addressed by various concerned institutions; and (3) build consensus on the urgent need for adaptation actions among stakeholders including policy and law makers.

Guimaras Province Joins the PNLG

Sihanoukville, Cambodia — Following the establishment of Guimaras Province (Philippines) as a PEMSEA ICM parallel site showcasing management of an island ecosystem in August 2008, the Province became the newest member of the PEMSEA Network of Local Governments for Sustainable Coastal Development. Gulf of Thailand Participating Countries Agree on a Three-year Work Programme for Joint Oil Spill Preparedness and Response

Vung Tau City, Viet Nam — The respective national authorities of Cambodia, Thailand and Viet Nam have recently adopted a three-year work programme to strengthen oil spill preparedness and response in the Gulf of Thailand (GOT) on 3 October 2008 in Vung Tau City, Viet Nam. Proposed activities at the subregional level include the development of a subregional guideline on the use and application of chemical dispersants for oil spills, development of a simplified coastal sensitivity map for the Gulf of Thailand subregion and a joint oil spill exercise among the three participating countries. In addition, a number of activities are lined up by individual countries to support the GOT Framework Programme for Oil Spill Preparedness and Response.

EAS Congress: Transboundary Issues as Catalysts for Cooperation

Quezon City, Philippines — Growing populations and their migration to coastal areas, along with extensive industrial activities and rapidly increasing shipping traffic exert tremendous pressure on East Asian region's coastal and marine environment and natural resources. Studies show that over 80 percent of all marine pollution originates from land-based sources while continued discharge of industrial wastes result in toxic accumulations in the marine food chain. The EAS region is currently facing various challenges in environmental issues that are exacerbated by the negative effects of climate change. These challenges include: coral bleaching, mangrove deforestation, water scarcity, subregional pollution hotspots, and habitat destruction.

Sihanoukville Municipality: Balancing Economic Development and Coastal Resources Management through Local Initiatives

Sihanoukville, Cambodia — In 2005, the Department of Tourism had high hopes for Sihanoukville becoming a prime tourist destination. "We need to get the upper and middle class crowd to visit more often because they're the ones who can pay more for the services. Right now, there are a lot of tourists coming in, but only a few are staying in high-end resorts," expressed then DOT Deputy Director Tang Socheat Kresna. Sihanoukville's only 5-star hotel at that time, the Sokha Beach Resort, was only sparsely occupied. Three years later, investors are scrambling to have a piece of Sihanoukville. With construction all over the municipality - from five-star hotels, flats, ports, bridges - that hope for the municipality may soon become a reality. Land prices are soaring, investments and tourists are pouring in and, construction and more construction is seen everywhere. While the municipal government is cautious about these developments, it cannot be denied that such economic expansion brings hope to many people. For many, more investors mean more jobs and more income.

NOWPAP Conducts Joint Oil Spill Exercise in Qingdao

Qingdao, PR China — The 2nd Joint NOWAP Oil Spill Exercise was conduced on 2 September 2008 in Qingdao, PR China. This exercise was jointly organized by China Maritime Safety Administration and the Korea Coast Guard as one of the activities under the NOWPAP programme of work for 2008. The purpose of having this joint activity was to check the coordination between Chinese and Korean authorities in dealing with oil spill emergency preparedness and response. More than two dozen vessels, including two from Korea, an airplane and helicopter participated in the drill with more than 500 people observing the exercise. Representatives from 16 national and local agencies and related industries participated in the event. International observers included NOWPAP Regional Coordinating Unit and the Marine Environmental Emergency Preparedness and Response Regional Activity Centre (NOWPAP MERRAC), International Maritime Organization, Japan Coast Guard and a Singapore based oil spill-response company.

Manila Bay Joins International Coastal Clean up

Manila, Philippines — More than 2,000 volunteers joined in cleaning up Manila Bay as part of the 2008 International Coastal Clean up Day celebration held on 20 September. The volunteers from government agencies, various colleges and universities, nongovernmental organizations, private corporations, religious groups and local residents gathered along the stretch of the Coastal Road in San Dionisio in Parañaque City, with the common aim of ridding the Bay of its large volume of garbage.

Sihanoukville Preps Up for 2008 PNLG Forum on Water Management

New Code Safeguards Safety, Health and Environmental Management at Ports

Quezon City, Philippines — Port authorities and operators face a number of challenges with respect to their role and impact in ICM programs and sustainable development of coastal areas - from the safest way to rig gangway nets, to the handling of hazardous substances and management of machinery and noise. The Port Safety, Health and Environmental Management System (PSHEMS) Code gives port authorities a defined structure within which to manage safety and the environment, and proof that they are doing it correctly. To support the Code, the PSHEM Recognition System has been set up for monitoring a port's capacities in safety and environmental management, using a structured tri-level approach to encourage the Port Authority and/or Port Operator to strive for excellence through continuous improvement.

EAS Congress 2009 to Tackle Environmental Impacts of Coastal Reclamation and Foreshore Management

Quezon City, Philippines — To cope with the increasing demand for economic space brought on by development and migration to coastal cities, countries in the East Asian Seas region have engaged in coastal reclamation projects and foreshore developments. While a number of developments have been undertaken in the region, their impacts particularly on the coastal and marine resources and environment have not been given much attention. Both government and stakeholder partners of PEMSEA have recognized the need to look into the issues of coastal reclamation, foreshore management, and land and sea-use zoning as key emerging issues within the region. A consensus was reached during the recently concluded 2nd East Asian Seas Partnership Council Meeting to undertake a more extensive review and knowledge sharing on the trends, impacts, benefits and good approaches related to these issues at the East Asian Seas (EAS) Congress 2009.

Guimaras Formally Joins PEMSEA's Growing Network of ICM Sites in the East Asian Seas Region

Guimaras Province, Philippines — Guimaras has proven that a committed leadership and supportive stakeholders can accelerate the preparation process for integrated coastal management (ICM). Barely four months after the conduct of the initial site evaluation process, which established Guimaras as a PEMSEA ICM parallel, the Province was able to develop its three-year work programme delineating the key activities for 2008-2010. RO Korea Hosts Twinning Secretariat

Seoul, RO Korea — The Korea Maritime Institute (KMI) and PEMSEA inaugurated the PEMSEA Twinning Secretariat on 17 June 2008, at KMI in Seoul, RO Korea. Guimaras Aims High Towards Achieving Its Sustainable Development Targets

Guimaras Province, Philippines — Guimaras, an island province of the Philippines, located in the western Visayas, is well-known for its mangoes - its signature product; its pristine beaches and coves; and more recently, as the site of the worst oil spill in the history of the Philippines. On 11 August 2006, two million liters of bunker fuel were spilled into the Guimaras coast, causing an environmental and economic disaster that seriously affected more than half of its population living along its 238-km coastline that depended on the coastal and marine resources for their livelihood.. The results of the rapid damage assessment showed the magnitude of impacts on the ecosystems and population which were manifested in the loss of livelihood, health problems and degradation of the important coastal habitats including mangroves, coral reefs and seagrass beds.

Coastal Community Gears up to be an Eco-Village

Sihanoukville, Cambodia — Almost an hour away from downtown Sihanoukville — through the bumpy stretch of unpaved road off Highway No. 4 — lies Village 3 in Sangkat Tonorolok. It is a small fishing village in Stung Hav, the site of the follow-through project of the Small Grants Programme (SGP)-PEMSEA Joint Communiqué that seeks to "build" an eco-village. Forging Partnerships to Save Coral Reefs

Quezon City, Philippines — The Marine Science Institute (MSI) of the University of the Philippines organized a Synthesis Panel Meeting on 30 October 2007 to present an overview of the Coral Reef Targeted Research and Capacity Building for Management (CRTR) Program, its history, progress and plans. Batangas Gears for Improved Approaches to Addressing Environmental Concerns

Batangas City, Philippines — A joint meeting of the Batangas Bay Region Environmental Protection Council (BBREPC) and the Provincial Solid Waste Management Board (PSWMB) was held on 14 November in Batangas City, Philippines. The joint meeting was aimed to orient the new executive officials of the province, and the cities and municipalities on existing environmental programs and projects, including the Provincial Strategic Environmental Management Plan (SEMP) which provides a common platform for the coastal and watershed management of the province. Coastal Provinces in Viet Nam Gear up for Development of Environmental Facilities and Services

Mass Bleaching and Climate Change Imperiling Coral Reefs Worldwide

Lady Elliot Island, Australia — The global extent of the 1997-1998 mass bleaching event, destroying 16 percent of the world's coral reefs, have fuelled scientific curiosity about the causes of mass bleaching and the implications of these events for future coral reef condition. It has been established that mass bleaching events are caused primarily by increased sea temperatures. Bleached corals can survive if stressful conditions subside soon enough. However, if stresses are severe or persistent, these may cause as much as 90 percent mortality in corals.

State of the Coasts Reporting

Quezon City, Philippines — The development of the State of the Coasts (SOC) reporting system, which is designed to monitor the progress and outcomes of the integrated coastal management (ICM) sites in terms of achieving their sustainable coastal development goals and targets, is one of the key initiatives of PEMSEA under the bridging phase. PEMSEA has undertaken a series of activities in relation to SOC reporting, including the conduct of a Meeting of Experts to discuss the framework for the SOC reporting and a Seminar on the Common Framework for the SOC Reporting during the East Asian Seas Congress 2006 in Haikou City, PR China. Building on the outputs and recommendations from these gatherings and taking into consideration PEMSEA's 14-year experience on ICM implementation in the region, a template for SOC reporting was developed, based on the framework for sustainable development of coastal areas through ICM implementation.
