Busan, RO Korea — The 4th East Asian Seas (EAS) Partnership Council, which met in Busan in July 11 to 14, 2011, approved the Framework Programme and work plan for the East Asian Seas Congress 2012 and the Fourth Ministerial Forum.
Building on the success of the previous three EAS Congresses and in line with the global commitments to enhance human welfare and environmental sustainability while pursuing economic growth, the EAS Congress 2012 will carry the theme, "Building a Blue Economy: Strategy, Opportunities, and Partnerships in the Seas of East Asia." The EAS Congress 2012 will provide participants with the prospect of identifying contributions, progress and achievements in the governance of regional/sub-regional seas within the framework of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA).
In line with the theme of the EAS Congress 2012, the Fourth Ministerial Forum is expected to culminate with the signing of a Declaration adopting the Regional 5-Year SDS-SEA Implementation Plan. The 5-year Plan will facilitate improved planning, coordination and implementation, as well as maximize available resources and capacities of the PEMSEA Country and Non-Country Partners as well as donors, sponsors and collaborators. Ultimately, the Plan will contribute in the region's efforts and objectives to building a blue economy for East Asia.
Following the Partnership Council Meeting, representatives from the PEMSEA Resource Facility, the Ministry of Land, Transport, and Maritime Affairs (MLTM) of RO Korea, the Changwon City Government, and Korea Maritime Institute (KMI) participated in a preparatory meeting on the EAS Congress 2012. The preparatory meeting focused on the identification of priority actions to ensure the smooth coordination and organization of the EAS Congress.
The EAS Congress Secretariat is currently securing co-conveners for the EAS Congress. The MLTM of RO Korea and the Changwon City Government have also identified the Changwon Exhibition Convention Center (CECO) as the main venue for the Congress. A new facility called "Solar Park" is being constructed in Changwon to serve as the venue for the Fourth Ministerial Forum. The bidding for the events management group is ongoing and is expected to be completed in early September 2011.
The EAS Congress 2012 is hosted by the MLTM of RO Korea and the Changwon City Government. The PEMSEA Resource Facility serves as the Congress Secretariat. The EAS Congress 2012 is scheduled to take place on 9-13 July 2012 in Changwon City.
