UNITAR Series on Sea and Human Security: Towards a Comprehensive Security for Seas and Oceans: The Hiroshima Initiative (6th Session)

Oceans and coasts are part of the human security complex. From this perspective, ocean governance must be comprehensive, involving social, political, environmental and economic factors as a whole. The shift towards this comprehensive understanding of security was demonstrated by several recent developments including the first formal debate on the global impacts of climate change of the United Nations Security Council in April 2007 and the co-presentation of the 2007 Nobel Peace Prize to the Intergovernmental Panel on Climate Change. The evolving comprehensive security concept is entirely in line with the notion that the problems of ocean space are closely interrelated and should be treated as a whole. On the basis of this development and its experiences since inception in 2002-2003, the UNITAR Series on Sea and Human Security was recently expanded to include a comprehensive concept of human security as it pertains to the seas and oceans: Towards a comprehensive security for seas and oceans.

The Hiroshima initiative was adopted at the 2007 session of the Series on Sea and Human Security. It provides the conceptual ground and practical guidelines for a comprehensive approach to security, identifying four main action items that form the basis of the main topics to be discussed at the 2009 session:

  1. Interrelations between habitats, ecosystems and human food security
    1. marine food security;
    2. marine food production and environment.
  2. Strategies for disaster management and risk reduction
    1. adaptation to climate change;
    2. disaster management and risk reduction;
    3. integrated socio-economic impact assessments.
  3. Training of trainers for ICM implementation
    1. cross-cutting theme of Training of Trainers, in particular in the context of integrated coastal management.
  4. Ocean governance: awareness creation and implementation
    1. study on governance which enables the implementation of action items.

Session Objectives

The session aims to facilitate peer exchange, skills and knowledge development among key policy makers working in the field of marine and ocean affairs, in order to:

  • identify key challenges in specific fields;
  • agree on targets in order to tackle identified problems;
  • design feasible action plans for policy implementation; and
  • develop an overall strategy taking into account interrelations between subject areas.
