PEMSEA Releases Workshop Proceedings for the "Coastal and Ocean Governance" Theme of the East Asian Seas Congress 2009
During the East Asian Seas Congress 2009, seven workshops under the "Coastal and Ocean Governance" underscored the importance of coasts and oceans as life-support systems while covering central- and local- level initiatives related to the development and implementation of ocean and coastal governance and the economic contribution of marine activities in East Asia.
Even as a small island city state, with much of the island less than 15 meters above sea level, Singapore recognizes the benefits of an integrated approach to coastal management and has developed an ICM Strategy and Implementation Plan, along the lines of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) Framework developed by PEMSEA.
Boracay Island, Philippines - Boracay Island is one of the Philippines' premier tourist destinations. It is best known for its white powder-fine sand beaches and crystal clear waters, earning its status as a tropical island paradise. Aside from its famous beaches, the island also hosts highly productive natural ecosystems including a mangrove forest, coral reefs, seagrass beds, marshland and lagoons. It has evolved from a relatively undeveloped island in the 1960s into an intensively developed, internationally renowned tourism destination today. Since the early 1970s, development has proceeded in an unprecedented manner to cater to the increasing tourist arrivals.
Hanoi, Vietnam - The Government of Vietnam through the Vietnam Administration of Seas and Islands (VASI) of the Ministry of Natural Resources and Environment (MONRE) has undertaken the necessary steps to initiate scaling up of integrated coastal management (ICM) across the country.
Bataan, Philippines - The Philippines has over three decades of experience in implementing coastal management projects and programs. The Coastal Resource Management Program for the Ilocos Coast (CRMP-Ilocos Coast), for instance, which evolved from the Lingayen Gulf Coastal Resource Management Project implemented in 1988 to 1992, has contributed to the increasing body of knowledge on best practices in coastal resource management (CRM) implementation in the Philippines. The CRMP-Ilocos Coast, a special program initiated by the Regional Development Council of the Ilocos Region in 2001, covers the 4 provinces, 6 coastal cities and 49 coastal towns in the northern part of the Philippines.
Guimaras Province, Philippines - The Province of Guimaras, a PEMSEA ICM parallel site, has embarked on the development of its State of the Coasts (SOC) baseline report. The SOC Baseline details the social, economic and environmental conditions in the coastal Province and serves as a benchmark for measuring changes and assessing the impacts of the ICM program over time.
Quezon City - PEMSEA has signed a Letter of Cooperation with GTZ (German Technical Cooperation) to jointly assist participating ports in the project: “Sustainable Port Development in the ASEAN Region.” The objective of the project is to implement and continually improve safety, health and environmental (SHE) management under an integrated systematic approach in accordance with the provisions of the Port Safety, Health and Environmental Management (PSHEM) Code. The project supports the ASEAN Ports Association (APA) in its bid to improve environmental and occupational safety and health management in selected ports of the region.
Sihanoukville Autonomous Port Enhances Port Environmental Management through Series of Training Workshops
Preah Sihanouk, Cambodia - Consistent with its vision "to be a leading Logistic and Distribution Center," Sihanoukville Autonomous Port - the sole international and commercial deep seaport of the Kingdom of Cambodia - embarked on the development of a Port Safety, Health and Environmental Management System (PSHEMS), with guidance from PEMSEA.
Quezon City, Philippines - Ms. Zhang Lifeng, principal staff member of the Resource and Environment Protection Department of the Xiamen Oceans and Fisheries Bureau, has joined PEMSEA for a three-month period as part of PEMSEA’s Professional Upgrading Program for 2010.
Tagaytay City, Philippines - Representatives from the offices of the Department of Environment and Natural Resources (DENR) Regions III, IV and the National Capital Region together with representatives from the provincial governments of Batangas, Bataan and Cavite have agreed to update their shared Integrated Information Management System for Manila Bay (IIMS).
